New Mexico Semi-Quincentennial Commission
About the Commission
The New Mexico Semi-Quincentennial Commission was established to guide the state’s commemoration of the 250th anniversary of the Declaration of Independence and the founding of the United States of America on July 4, 2026.
Created within the New Mexico Cultural Affairs Department, the Commission is charged with planning, promoting, and implementing statewide events, educational initiatives, and public celebrations that honor this historic milestone. Its work includes expanding public understanding of America’s founding principles, elevating civic knowledge, and highlighting the diverse history and contributions of people across New Mexico and the nation.
Commission Members
The Semi-Quincentennial Commission consists of state leaders, agency officials, and public appointees.
These members serve through the life of the Commission, which is set to conclude on December 31, 2026.

Governor Michelle Lujan Grisham
Office of the Governor
Michelle Lujan Grisham is the 32nd Governor of New Mexico, having assumed office on January 1, 2019. A longtime public servant born in Los Alamos and a 12th-generation New Mexican, she previously served in Congress representing New Mexico’s 1st District and held roles in state health and county government. Her leadership has emphasized education access, healthcare innovation, climate policy and economic development for all communities in the state.

Lt. Governor Henry C. “Howie” Morales
Office of the Lieutenant Governor
Henry C. “Howie” Morales has served as the Lieutenant Governor of New Mexico since January 1, 2019. A former special-education teacher and high-school baseball coach from Silver City, he also served over a decade in the New Mexico State Senate. Morales is a passionate advocate for students, educators, rural communities, and post-secondary career and technical programs.

President Pro Tempore Mimi Stewart
New Mexico Legislature
Mimi Stewart has served as President Pro Tempore of the New Mexico State Senate since January 2021, representing District 17 after a long career in the Legislature. Prior to the Senate, she served 20 years in the New Mexico House of Representatives. A retired educator, she has long championed strong public schools, teaching excellence and investments in New Mexico’s children and working families.

Speaker of the House Javier Martinez
New Mexico Legislature
Javier Martínez is the Speaker of the New Mexico House of Representatives, having taken office as Speaker in January 2023 and representing District 11 (Albuquerque area). A first-generation college student and attorney with a background in community organizing, he has focused on inclusive economic policy, early childhood education and legislative modernization.

Secretary Debra Garcia y Griego
Department of Cultural Affairs
Debra Garcia y Griego serves as Cabinet Secretary of the New Mexico Department of Cultural Affairs. With over 23 years of experience in cultural public policy, she oversees a portfolio that includes eight state museums, nine historic sites, arts programs, archaeology, libraries and historic-preservation efforts. Prior to this role she led the City of Santa Fe Arts Commission and held positions in theater, dance and museum work.

Secretary Stephanie Rodriguez
Department of Higher Education
Stephanie Rodriguez serves as the Cabinet Secretary of the New Mexico Higher Education Department, having joined the agency as Acting Secretary in 2020 and been confirmed by the Legislature in 2021 and again in 2023. Prior to this role, she served as Senior Policy Advisor to Governor Michelle Lujan Grisham, focusing on education, military affairs and national-laboratory policy. Secretary Rodriguez holds bachelor’s and master’s degrees from the University of New Mexico’s School of Architecture & Planning, and she has been a key advocate for expanding affordable, equitable access to higher education for students across New Mexico.

Secretary Josett D. Monette
Indian Affairs Department
Josett D. Monette is the Cabinet Secretary of the New Mexico Indian Affairs Department, and was unanimously confirmed by the New Mexico Senate in February 2024. A member of the Turtle Mountain Band of Chippewa Indians, she previously worked in tribal-legal advocacy and served as General Counsel and Deputy Secretary of the department. Her leadership emphasizes strong government-to-government relationships with New Mexico’s 23 Nations, Tribes and Pueblos, and advancing the sovereignty, infrastructure, education and well-being of Indigenous communities.

Secretary-Designate Mariana Padilla
Public Education Department
Mariana Padilla was appointed as Cabinet Secretary of the New Mexico Public Education Department in September 2024 after serving as Director of the New Mexico Children’s Cabinet and senior education-policy advisor to the Governor. Governor Lujan Grisham+2New Mexico PED+2 A native of Albuquerque’s South Valley and former elementary teacher, Padilla has helped shape early childhood, K–12 and higher-education policy in the state and now leads the department’s efforts to improve academic achievement, increase student engagement and ensure college/career readiness.

Acting Secretary Lancing Adams
Tourism Department
Lancing Adams is the Acting Cabinet Secretary of the New Mexico Tourism Department, bringing a diverse background in both public and private sectors. Prior to the acting role, he served as Tourism Development Director for the agency and held executive positions across government operations and real-estate regulation. Governor Lujan Grisham+1 He holds a B.A. in Political Science and an M.A. in Public Administration from the University of New Mexico and is leading efforts to expand New Mexico’s tourism industry and promote the “New Mexico True” brand.

Adjutant General Miguel Aguilar
New Mexico National Guard
Major General Miguel Aguilar serves as the Adjutant General of the New Mexico National Guard, acting as the senior military advisor to Governor Lujan Grisham and overseeing New Mexico’s citizen Airmen and Soldiers for the state and the U.S. A native of Dexter, NM, he began his career in 1990 as a 2nd Lieutenant and has held numerous command and staff roles, including deployments to Afghanistan and Egypt, and previously served in the New Mexico State Police.

State Historian Rob Martinez
State of New Mexico
Rob Martinez is the State Historian of New Mexico, responsible for preserving and interpreting the history and cultural heritage of the state. A native of Albuquerque, he earned a B.B.A. in International Business Management and an M.A. in Latin American History from the University of New Mexico. Through his “New Mexico History in 10 Minutes” series and public lectures, he brings forward stories of New Mexico’s Spanish-colonial, Indigenous and multi-cultural past for diverse audiences.
Mr. Adam Griego
Office of the Governor
Adam Griego is affiliated with the Office of the Governor (New Mexico) and serves as the Senior Board Administrator for events, outreach and public-programs including operation of historic tours of the Governor’s Mansion in Santa Fe. With a background in the New Mexico Air National Guard and artist/performer interests, Griego brings a creative and logistical approach to enhancing government-citizen engagement.

Ms. Eleanor B. Ortiz
Daughters of the American Revolution
Eleanor B. Ortiz serves as the State Regent of the New Mexico State Organization, Daughters of the American Revolution, a membership-based service organization dedicated to historic preservation, education and patriotism. Under her leadership, the group continues to commemorate New Mexico’s role in early American history, support youth and educational programs, and engage chapters statewide in community service.

Ms. Rochelle Ann Miller-Hernandez
Visit Las Cruces
Rochelle Ann Miller-Hernandez leads Visit Las Cruces, the tourism and destination-marketing organization for Las Cruces and Southern New Mexico. With a background in community engagement and regional economic development, she focuses on promoting Las Cruces as a vibrant travel destination and supporting local businesses tied to tourism.
Commission’s Report
The New Mexico Semi-Quincentennial Commission has released its official report outlining the vision, themes, and statewide approach for commemorating America’s 250th anniversary. The report presents a collaborative plan shaped by educators, tribal partners, cultural institutions, historians, veterans, and community leaders across New Mexico.
It highlights a unifying theme, “One Land, Many Stories,” and details strategies for educational resources, community-driven programming, storytelling initiatives, public engagement, branding, and future grant support. The report serves as a roadmap for ensuring that New Mexico’s diverse voices, histories, and experiences play a central role in this historic national milestone.
